The registry fix that 892675 provides didn't work for me, but I thought the table was worth having!
Here is the fix that worked for me.
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions]
"MaxAllowedZone"=dword:00000002
Deletions:
About 1/3 of the way down, there is a registry fix -- along with a table explaining which value to include in the registry fix. Example 2 is what I used, with a setting of 2 (rather than 1) which allows local, intrannet, and trusted sites to provide html help files.

There was an MS Security Patch which effectively blocks all use of HTML Help if it is not located on your own computer. This can be a real pain....
