Pervasive workgroup engines only count one user per MAC address, and then
only for remote users. From Pervasive's standpoint, one could run a
thousand different applications on a given computer and still only consume
a maximum of one user count.

The problem must be Magic's and from this I can conclude that you're
running a Magic v9.4 single-user development license. This version of
Magic will only allow a single instance of the development toolkit
(MGGENW.EXE) -- if you need to run multiple instances on your workstation
for testing, you need to run the deployment runtime (MGRNTW.EXE) instead.
